  • (クルド問題についての緊急レポート)特集にあたって / 今井 宏平 中東地域におけるクルド人の存在感はここ最近、急速に高まっている。もちろん、クルド人はイラクやトルコにおいてこれまでも重要なアクターであった。しかし、2014年の「イスラーム国」台頭以降、シリアとイラクにおいてクルド人は対「イスラーム国」の最も効果的な対抗勢力として国際社会から認知、支援を受けたことで、アメリカ、さらにロシアといった超大国から重宝されるようになった。現在もシリアのクルド人勢力は、ラッカとデリゾールの対「イスラーム国」戦で主力として戦っている。 2017/10/01
  • (クルド問題についての緊急レポート)トルコとKRGの関係 / 今井 宏平 9月25日に実施された北イラクでの住民投票、およびその結果を最も重く受け止めたのはイラク中央政府、トルコ、イランであった。イラクは当然のことながら、隣接するトルコとイランにも、本特集の最初にみたように多くのクルド人が住んでいる。現在のトルコでは、クルド人はトルコ人と共生している。しかし、クルド人とトルコ人が歴史的に対立してきたのも事実である。 2017/10/02
  • (クルド問題についての緊急レポート)The Rise of the Kurds in the Syrian Conflict / Housam Darwisheh The Kurds form the largest non-Arab and predominantly Sunni ethnic minority in Syria. At more than 2 million people they make up 10 to 12 percent of the Syrian population. The Kurds have their own distinct language and history dating back thousands of years. The Kurds in Syria and other neighboring counties have been highly oppressed and marginalized since the formation of the nation states in the Middle East after World War I. With the consolidation of Arab nationalist states, the Kurds had very little space to organize for their cultural, political and economic rights. Arab nationalism aimed at consolidating the state by unifying Arabic-speaking Sunni and Shi'a but excluding non-Arab minorities. Syria's Arab nationalism also assumed the Arabization of minorities such as the Kurds. The Kurds were seen as a threat to "Arab unity." Fearing the regime's repression, Kurdish political parties, which dated back to 1957, operated in secrecy. Moreover, the discovery of major in oilfields in Kurdish areas in 1957 heightened the Syrian regime's fear of Kurdish separatism. Thousands of Syrian Kurds were classified as non-citizen foreigners and as a result they could not own property or obtain government jobs while tens of thousands were not recognized officially and had no identity cards. Inspired by the autonomy enjoyed by Iraqi Kurds, the Kurdish populated areas in eastern Syria experienced major unrest in in 2004. Massive demonstrations took place in Kurdish cities but they confronted the army and other security forces who killed tens of Kurds, injured hundreds, and detained around 2,000 (Human Rights Watch, March 18, 2014).The unrest led to further repression of the Kurds' cultural and political expressions. 2017/10/03
  • (クルド問題についての緊急レポート)イランからみたイラク・クルドの住民投票 / 鈴木 均 イラク領内の北部クルド居住地域および周辺のキルクークを含む15地区ではマスード・バルザーニを首班とするクルディスタン地域政府(KRG)によって住民投票が9月25日に実施され、有権者数約390万人のうち投票率72パーセント、賛成票92.7パーセントの圧倒的多数で将来的なクルディスタン地域の独立が支持された。しかし、これをめぐっては周辺国および米国・ロシアなど地域に政治的利害をもつ大国の利害が複雑に交錯し、さながら現在の中東域内政治の混迷を象徴するような事態が現在まで続いている。もっともKRG側によれば、今回の投票結果は直接独立に向けたものではなく、バグダード政府との分離に向けた交渉の出発点として位置づけられている。 2017/10/03
  • (クルド問題についての緊急レポート)PKK勢力はなぜクルディスタン自治政府住民投票に反対したのか / 間 寧 トルコにおいてクルドの独立を掲げて武装闘争を行ってきたことで知られるクルディスタン労働者党(PKK、トルコおよび欧米でテロ組織に認定)とその影響下にある人民民主党(HDP)は、イラクのクルディスタン地域政府(KRG)による住民投票に異を唱えてきた。これらPKK勢力は、同様の目標を掲げるKRGの独立への動きになぜ反対したのか。直接の契機は、PKKのシリアにおける事実上の下部組織が勢力を拡大、全クルド地域での主導権を巡りKRGのマスード・バルザーニ大統領と確執していることにある(PKKの事実上の下部組織とは、民主統一党〔PYD〕とその軍事部門である人民防衛隊〔YPG〕である)。 2017/10/04
