Challenges in Agribusiness Development in the Phlippines

On the inauguration of the present Marcos administration (June 2022-) in the Philippines,the President himself concurrently served as Secretary of Agriculture (June 2022 - November 2023), and further, in July of that same year, three Republic Acts (RAs 6657, 96700, and 10000), that established comprehensive agricultural-sector reform and its financial support, were amended under RA 11901. In the country, the agriculture (and fisheries) sector has historically and significantly employed the rural labor force, and has remained part of primary developmental focuses since the 1990s. Unfortunately, when evaluated in its entirety, the sector persistently exhibits deficiencies in productivity enhancement and its contribution to the export sector.

Despite the paucity of examples, we found that some organizations and groups have evolved into entities capable of producing raw materials and subsequently processing them into semi-finished or finished goods, and ultimartely exporting them, a development that has been facilited by support from international organizations and domesitc financial institutions. The main objective of this research project is to determine the factors that contribute to the success or failure of agribusiness development in the sector. We would conduct surveys on: 1) changes in agricultural products and the trends in imports/exports that have emerged from 1990s; and 2) entrants and participants in the agribusiess sector, utilizing business establishment statistics, then we would synthesize the callenges and key issues which require further consideration.
