Transformation of environmental policy in Taiwan under authoritarian regime: From environmental health to environmental protection
Outline
Taiwan's environmental policy began in 1971 with the establishment of the Department of Health under the Executive Yuan and its department, the Environmental Health Division. This study aims to clarify the overall picture of the process of environmental policy formation under the authoritarian regime, starting from 1971 and leading to the establishment of the Environmental Protection Agency under the Executive Yuan in 1987. During this period, the "Taiwan Region Environmental Protection Plan" decided at the Executive Yuan in 1979 is considered to have shifted environmental policy from environmental sanitation, which is part of public health policy, to environmental protection policy. We would like to clarify the meaning and background of this shift in the policy formation process.
