Global seafarer labor market and Asia (2020_1_40_010)

Outline

In the field of maritime merchant shipping, the global seafarer labor market has been created mostly due to the expansion of flag of convenience (FOC) vessels with foreign seafarers aboard. There are various seafarers supplying countries such as China, the Philippines, and Indonesia. Under the development of global-level collective bargaining and negotiations between the International Transport Workers Federation (ITF) and the International Shipping Federation (IFS), various cooperation schemes have emerged among labor unions, shipping, and personnel companies and other relevant organizations at national and regional levels, and this is expected to contribute to the improvement of global governance in maritime shipping. This project will conduct a preliminary survey for the study of emerging global governance in maritime shipping, as well as the international institutions relevant to seafarers as migrant workers.
