Governors as National Veto Players: The Case of the Argentine Senate
Outline
Under what conditions can state governors acts as de facto national veto players? A basic principle of federalism distinguishes the jurisdiction of the national government from that of subnational governments. However, Argentinian and Brazilian governors can influence national politics, and the phenomenon is not necessarily well explained by the existing literature. Analyzing the responses of Argentine senators to presidential bills using quantitative and qualitative techniques, this study aims to show the mechanism under which governors exercise their influence on national politics.
