APL (Ajiken Power Lunch) is a lunchtime workshop open to public, including IDE staffs, visiting research fellows, IDEAS students, outside researchers and graduate students. This workshop provides a platform for presentation of any work in progress where we can discuss in either English or Japanese.

Perceptions of Japan's GGP Projects and Local Politics in Uganda

Japan's Grant Assistance for Grassroots Human Security Projects (GGP) initiative funds small-scale infrastructure projects in countries around the world. As foreign aid that is targeted (i.e., intended for specific, delimited constituencies) and that bypasses the government (i.e., flows to non-governmental organizations), GGP grants resemble many other important foreign aid flows. Using an N=1,104 embedded informational experiment, we explore how information about the origins of development financing and about the entities responsible for the implementation of development projects affects perceptions of the relevance of government institutions and political leaders and whether or not such information leads citizens to engage differently with either political or development processes. We find that non-government projects are viewed as higher quality and more amenable to monitoring.
We find that local governments receive credit for these projects but that there are limited effects of the information on perceptions of political elites or intended political behavior.
