The book attempts to identify a way in which the urban poor people participate in social movements, which the previous studies has overlooked. The study analyzes the interactive relationships between the urban poor in collective actions and the participatory governance, which is one of the structural changes in Brazil since the democratization in 1985, addressing the agency of the urban poor including the elderly people. The author conducted the field researches on housing movements in São Paulo during the first decade of the 2000s, when mainly the administrations of Workers’ Party (PT) was implementing and institutionalizing the participatory governance in Brazil.
