In recent years, production networks in East Asia have begun to extend across national borders, making the international division of labor more complex and diverse. As the production process becomes increasingly segmentalized, the supply chain for a single product involves more and more countries. Consumers now encounter fewer products created in specific, individual countries – items labeled "made in Japan" or "made in China," for example – and more products that fit into the "made in world" mold.

Amidst this changing environment, many international organizations are starting to explore new ways of measuring trade. The main focus is the idea of "value-added trade," a perspective that breaks down a product into its many different production processes and investigates the origins of added value in each process in order to reconstruct the relationships between exporting countries and importing countries within the overall trade balance framework. Most Chinese exports, for instance, are produced entirely with parts and raw materials supplied by other East Asian countries; thus, a considerable portion of the added value originates outside China.

Last year, IDE-JETRO launched a collaborative research project with the World Trade Organization (WTO) and included the results in Asia Beyond the Global Economic Crisis: The Transmission Mechanism of Financial Shocks, which was published last June. To coincide with the recent release of the Japanese edition of the document, we will co-host a public symposium with the WTO to address relevant topics.

With WTO Deputy Director-General Alejandro Jara in attendance, the symposium will feature a presentation of the collaborative research results and a panel discussion with experts in various fields, representatives from international organizations, and members of the Japanese government. Analysis reports will also focus on the concept of "value-added trade," its policy implications, and especially its impact on trade balance. In all, experts will discuss a wide range of topics, including the possibilities this new approach creates for the development of trade policies, the relationships between Japan and other countries, and how Japan can work with international organizations to explore the issues at hand.
